Bu ders, “devlet” fikrinin muayyen tarihsel, toplumsal ve kültürel koşullarda nasıl üretildiği ve toplumsal pratiklerle nasıl tecrübe edildiğini anlamayı amaçlamaktadır.

Bu dönemki dersin içeriği belli bir kuramsal itirazdan yola çıktı: Devlet, sınırları malum bir kurum ya da kurumlar bütününden ibaret değildir. Devlet müstakil, değişmez ve bölünmez bir entite (şey) de değildir (Abrams 1988, Corrigan ve Sayer 1985, Jessop 1982, Joseph and Nugent 1994, Mitchell 1991, Trouillot 2003). Bu ders, devleti nesnel bir varlık yerine, toplumsal tasavvur ve kültürel inşa süreci olarak, ayrıca toplumsal etkileri üzerinden, düşünmeye bir çağrı niteliğinde. Dönem boyunca kafa yoracağımız sorular, devletin ne olduğu ile ilgili değil, “devlet” fikrinin muayyen tarihsel, toplumsal ve kültürel koşullarda nasıl üretildiği ve toplumsal pratiklerle nasıl tecrübe edildiği üzerine olacak. Kuramsal metinlerin yanı sıra, özellikle bürokratik kurumlar ve pratikler üzerinden yapılan devlet etnografisi örneklerine yer verilecek.
